Creates a policy to make agricultural libraries and information services work better together. It sets six goals, including: helping different libraries cooperate; planning and evaluating information needs for agricultural research and education; linking college, university, and USDA libraries with private and research libraries; giving broad access to food and agricultural science literature; supporting training and research grants for librarians and scientists; and working with international information programs. Creates a Food and Nutrition Information and Education Resources Center at the National Agricultural Library to collect and keep food and nutrition education materials and research, and to notify State extension services, State education agencies, and others about the collections. Congress may approve yearly funding. The Secretary of Agriculture can use current facilities, grants, or contracts and may require matching funds. Funds for these purposes cannot buy extra equipment unless a later law after September 29, 1977, allows it.
