The Secretary must review modern information technology and then create a system to monitor and evaluate agricultural research, extension, and education. The system must measure impact and effectiveness against the priorities, goals, and legal requirements, and use technology to make research information accessible to the public. The work must follow the Government Performance and Results Act of 1993 (Public Law 103–62; 107 Stat. 285) and its amendments. Congress may appropriate such sums as are necessary to carry it out.
