Provides grants to 1890 land‑grant colleges, including Tuskegee University, so they can give scholarships to students who have been accepted, will enroll within one year, and plan to work in food and agricultural sciences — including agribusiness, energy and renewable fuels, or financial management. A college must have a competitive scholarship selection process to get a grant. Each grant must be at least $500,000. From certain funds, the Secretary may use up to $10,000,000 for these grants for the academic year starting July 1, 2020, and for each of the four academic years after that. Money for the program comes from the Commodity Credit Corporation: $40,000,000 must be made available by October 1, 2019 and kept until spent; $10,000,000 must be made available within 30 days after November 17, 2023 and kept until spent; and $60,000,000 is provided for fiscal year 2026 and kept until spent. Congress also authorized $10,000,000 per year for fiscal years 2020 through 2023. No more than 4% of yearly funds may pay program administrative costs. Starting two years after the first grant and every two years after that, the Secretary must report to the House and Senate Agriculture Committees the amounts given to each college, the number of scholarships awarded each fiscal year, and the size of each scholarship.
