Aid given under this chapter must follow the rules in sections 3157(e), 3157(f), and 3157(h) of this title. Each recipient must send a yearly report, on forms the Secretary sets, showing what each project did and how the money was spent. If funds are lost or used wrongly, the recipient must pay the Federal Government back and will not get more funds until they do. The Secretary may keep up to 4 percent of money for administering agricultural research, extension, and teaching programs, and may keep 4 percent for administering community food projects under section 2034. The Secretary must create grant approval rules, may use grant funds to cover peer-review costs, and should, as much as possible, make agreements with former USDA research facilities to support research and share staff and equipment. “In-kind support” means non-cash matching help, like office space, equipment, or staff time.
