Allows the Secretary to work with one or more other Federal agencies, including the National Science Foundation, to make joint requests for proposals, award grants, and run grants for similar research, education, or extension projects. Either the Secretary or a cooperating agency may give the other authority to issue proposals, make awards, or manage grants. They can agree that grant recipients follow either agency’s post-award rules. They may set up joint peer review panels, subject to section 3129a of this title.
