The Secretary must create the New Era Rural Technology Program to award grants for technology work, applied research, and training that grow an agriculture-based renewable energy workforce. The program supports bioenergy, pulp and paper manufacturing, agriculture-based renewable energy, and precision agriculture. Community college: a school that admits adult students who can benefit, does not give bachelor’s degrees, and offers at least two-year programs or two-year technical programs in engineering, tech, math, or sciences. Grants go to rural community colleges or advanced tech centers that existed when the law passed, do agricultural or bioenergy research, have a proven record of training technicians, and can use partnerships. Preference goes to groups that share information and work together. Money is authorized as needed for fiscal years 2019 through 2023.
