The Secretary can investigate when needed to run the program well or to find out if someone has broken—or is about to break—the rules under this law. To do that, the Secretary can make people swear to tell the truth, order them to appear, gather evidence, and demand records from anywhere in the United States. If someone refuses, the Secretary can ask a federal court where the person lives, does business, or where the case is handled to force them to comply. The court can order appearance or records and punish disobedience.
