It covers trades that cross state lines and go across countries when those trades help the nation by managing price risk, finding prices, or sharing price information through markets that are liquid, fair, and financially secure. The law’s goal is to protect those public benefits by requiring strong self-regulation of trading venues, clearing systems, market participants, and professionals under the Commission’s oversight. It must stop price manipulation and other harms to market integrity, keep transactions financially safe to avoid systemwide risk, protect people from fraud and misuse of customer assets, and encourage responsible innovation and fair competition among exchanges and markets.
