The Secretary must, no later than two years after November 28, 1990, create and share handbooks, technical guides, and other training materials that explain sustainable farming systems and practices developed under this law and related USDA research. The Secretary must work with the Natural Resources Conservation Service and other groups and coordinate with programs under title 16, section 3861. The materials must give practical, site-specific instructions on topics like crop choices and varieties, rotations, soil-building and tillage, nutrient and pest management, habitat and livestock care, and soil, water, and energy conservation. They must help farmers keep soils and wildlife habitat productive, use inputs efficiently, protect water quality, and make the best use of farm and nonrenewable resources. Materials must be offered through colleges, the State Cooperative Extension Service, the Soil Conservation Service, other state and federal agencies, and similar organizations. Funding authorized: necessary sums for fiscal year 2013 and $5,000,000 for each of fiscal years 2014 through 2023.
