The Secretary must give grants to State departments of agriculture (or similar agencies) to grow or keep stress-help programs for farmers, ranchers, and other people who work in agriculture. Grants can fund programs that meet the criteria in section 5936(b)(1) and any State programs that were running on December 27, 2020. The Secretary must start awarding grants within 60 days after December 27, 2020, if States submit approved plans. No State can get more than $500,000 from the available money. To get a grant, a State must send a plan that describes the activities, the budget for each activity, a timeline, the total amount requested, and a promise to report later. The Secretary must give guidance on plans and allocation rules within 20 days after December 27, 2020. If some funds remain after the first awards, the Secretary will tell States with plans and reallocate the money fairly. The Secretary may encourage using funds for programs run by Indian tribes, extension services, or nongovernmental groups. Within 180 days after the COVID–19 public health emergency ends, each grant recipient must report the activities done, the money spent on each, and how many people were helped. Congress made $28,000,000 available for this, to remain available until spent. “State” includes States, the District of Columbia, Puerto Rico, and other U.S. territories.
