§6003 Issuance of Plans

Summary

The Secretary must create and update one national plan that covers pecan growers, grower‑shellers, shellers, first handlers, and importers. Only one plan can be in effect at a time. The Secretary can propose a plan, or an affected group or person can ask for one and submit a draft. Within 60 days of getting a request or deciding to propose a plan, the Secretary must publish the proposal and allow public comment. After considering comments, the Secretary must issue the final plan so it is effective no later than 150 days after the proposal was published. The Secretary can amend the plan later, following the same rules.
