Title 7 › Chapter 92— SOYBEAN PROMOTION, RESEARCH, AND CONSUMER INFORMATION › § 6308
The Secretary can investigate to run this law well and to find people who broke it or its rules. For investigations, the Secretary can make people swear to tell the truth and can issue subpoenas to get records or require people to testify from anywhere in the United States. At administrative hearings under sections 6306 or 6307, the hearing officer can also swear witnesses, call and force witnesses to attend, take evidence, and demand records from anywhere in the U.S. If someone ignores a subpoena, the Secretary can ask a federal court where the case is or where the person lives or works to enforce it. The court can order compliance, and failing to follow that court order can be punished as contempt. Papers can be served where the person lives, works, or is found, and hearings must be held in the judicial district where the person lives or has their main business.
