Economically disadvantaged rural communities can ask the Secretary for help finding ways to improve, diversify, and revive their local economies. The Secretary may form action teams to create plans and give technical help that focus on places that rely on National Forest System lands and may suggest using value-added products and services from those lands. Each team must be built to fit the community. A Forest Service employee will lead it, and it can include people from USDA, other government agencies, and the private sector. The Secretary may work with state or local governments, universities, businesses, or nonprofits to get services. One place cannot get this help and a grant under a designated rural development program during the same continuous five-year period. The Secretary must check financial and economic feasibility and approve plans that meet the subchapter’s goals under section 6614. “Designated rural development program” means a program under sections 1924(b), 1926(a), or 1932(e) with funds available that fiscal year.
