Creates a new job at the Department of Agriculture called the Military Veterans Agricultural Liaison. The Liaison must help returning veterans find and use beginning farmer training, agricultural vocational and rehab programs, and Federal veterans education benefits for starting a farm or ranch. The Liaison must give veterans information on program availability and eligibility, help them apply for agricultural programs, speak up for veterans when they deal with Department employees, keep a public website up to date, and work with other Federal agencies (including the Department of Defense, Department of Veterans Affairs, Small Business Administration, and Department of Labor). The Secretary must consult with organizations that serve veterans. The Liaison may make contracts or agreements with Ag Research Service centers, colleges, or nonprofits to study small-farm profitability, create teaching materials, run workshops and certified training, provide mentoring, or offer internships. The required website must list USDA positions for veteran apprentices, apprenticeships and education programs approved under chapter 36 of title 38 (GI Bill), training under section 1143(e) of title 10, and guidance to help businesses and schools get State approval (including contact info for relevant Federal offices, basic approval rules, training recommendations, and examples of successful programs). Within 5 years after December 20, 2018, and every 5 years after that, the Secretary must study whether the website works and, if not, notify four Congressional agriculture and veterans committees and may end the site no sooner than 180 days after notice. Not later than 1 year after December 20, 2018, and annually after that, the Liaison must send a report to the House and Senate Agriculture and Veterans’ Affairs Committees, post the report and the information publicly, and give it to DOD, VA, SBA, and DOL the day before posting.
