The Secretary must set aside money from the information technology budgets of the agencies named in section 7031(b): up to $3,000,000 for fiscal year 2001 and up to $2,000,000 for each later fiscal year. The Secretary must tell Congress how much will be set aside for a fiscal year by December 1 of that year. The money is for creating the internet-based system required by section 7031 and for expanding it as required by section 7032. After the system is running, the funds pay for maintenance and improvements. Any reserved funds not spent by year end go back to the agency and stay available until used.
