Defines the main words used in this part about popcorn programs and rules. Board is the Popcorn Board set up under section 7484(b). Commerce means trade across state lines, with other countries, or inside a state. Consumer information is material and programs to help people decide about buying, preparing, and using popcorn. Department is the Department of Agriculture. Industry information is material or programs to create new markets or marketing, increase efficiency, or improve the popcorn industry's image. Marketing is selling or otherwise moving unpopped popcorn for people to eat, but not sales to or between processors. Order is an order issued under section 7483. Person is an individual, group, business, or other legal entity. Popcorn is unpopped popcorn (Zea Mays L) that is commercially grown, processed in the United States by shelling, cleaning, or drying, and put into commerce. Process means shelling, cleaning, drying, and preparing popcorn for the market, but not only packaging. Processor is someone who prepares unpopped popcorn for market, owns or shares its ownership and risk, and who processes and distributes over 4,000,000 pounds a year. Promotion is actions, including paid advertising, to make popcorn more desirable. Research is any study to improve popcorn’s image, marketability, production, product development, quality, or nutrition. Secretary is the Secretary of Agriculture. State means the 50 States and the District of Columbia. United States means all of the States.
