The Secretary of Agriculture, through the Director of the National Institute of Food and Agriculture, must give grants to the Girl Scouts, Boy Scouts, National 4‑H Council (including activities in Public Law 107–19), and the National FFA Organization to run pilot projects that grow their programs in rural areas and small towns. The grants must let each group choose how to deliver programs so they meet their goals and local needs. Grantees may pass all or part of the money to local councils or chapters without asking the Secretary again. Money is authorized as needed for fiscal years 2008 through 2013, and $3,000,000 for each fiscal year 2014 through 2023.
