The Secretary may give wood innovation grants each year to eligible groups to help increase use of new wood products. To get a grant, an eligible group must send a proposal when and how the Secretary asks. Eligible entity means an individual; a public or private organization (including a “center of excellence” made of partnerships between forestry, engineering, architecture, or business schools at one or more colleges); or a State, local, or Tribal government. Secretary means the Secretary acting through the Chief of the Forest Service. The Secretary will favor proposals that use or retrofit existing sawmills in counties where last year’s average unemployment rate was more than 1 percent above the national average. Anyone who gets a grant must match it with the same amount of money from non-Federal sources.
