The Secretary of Agriculture must study how the national dairy policy affects the economy. The study must look at farm prices and income, local rural economies, nutrition programs for children, seniors, and low-income people (including schools and recipients), and wholesale and retail costs of fluid milk and milk use. The Secretary must send the results to the House and Senate agriculture committees within 1 year after May 13, 2002. "National dairy policy" means U.S. dairy rules and programs, such as federal milk marketing orders (sec. 608c); interstate dairy compacts (including H.R. 1827 and S. 1157 as introduced in the 107th Congress); over-order premiums and State pricing; direct payments to milk producers; the federal milk price support program (sec. 7981); and export programs like the dairy export incentive program (sec. 713a–14, title 15).
