The Secretary may allow someone who gets a grant, loan, or loan guarantee to set aside up to 10 percent of that money to offer retail broadband service. That money can only be used in places that do not meet the minimum acceptable broadband level named in section 950bb(e), unless the recipient follows the rules in section 950bb(d). This rule does not stop any borrower from financing or rolling out services allowed under the chapter. The Secretary must not approve the set-aside if doing so would cause competitive harm to any grant, loan, or loan guarantee covered above.
