The Attorney General can name which airports count as official entry points for people arriving by airplane. He can make rules that require aircraft to give advance notice or notice when landing. He can also extend immigration rules to civil air travel when the law does not already say so. Anyone who breaks these rules can be fined $2,000. The Attorney General can reduce or cancel the fine under rules he creates, and his decision is final. If the owner or pilot breaks a rule, the fine becomes a lien on the aircraft and the plane can be taken to court and held. The Attorney General may have the plane seized and kept. The plane can be released if up to $2,000 is paid or if a bond with sureties is posted to guarantee payment.
