The Attorney General may make special rules and create forms for registering and fingerprinting certain noncitizens. This covers six groups, including noncitizen crew members, people with border‑crossing ID cards, noncitizens held in U.S. institutions, those under removal orders, noncitizens on or formerly on criminal probation or parole in the U.S., and any other people who are not lawful permanent residents. Those rules do not apply to nonimmigrants covered by sections 1101(a)(15)(A) or (a)(15)(G) of the law while they keep that nonimmigrant status.
