Exclusive services at U.S. immigrant stations—like money exchange, passenger or baggage transport, and food service—must be given to the lowest responsible bidder who is not a noncitizen, under rules set by the Attorney General and federal procurement law. The immigration service can instead provide meals or other needed services itself if that saves money or works better. Alcohol may not be sold at stations. Items needed for the health and welfare of detained noncitizens, when they cannot easily get them otherwise, may be sold at fair prices in government canteens run by the Service. All rent and sales money from these privileges and canteens must be paid into the U.S. Treasury and credited to the enforcement fund for these immigration rules.
