States and local governments may bar or limit people who are not U.S. citizens, or groups of such people, from getting state or local cash welfare programs. They may only do this if their limits are not stricter than comparable federal program rules. Counting a sponsor’s income and resources under section 1631 to decide eligibility or benefit amounts is seen as less strict than banning benefits.
