New CHNMS Advisory Council Created

NOAA established a new advisory council for the Chumash Heritage National Marine Sanctuary, with the sanctuary designation effective on November 30, 2024. The agency is soliciting applications to fill council seats and added CHNMS to the list of sites with open vacancies; applications must be postmarked or received by March 7, 2025.

Defined Voting and Non‑Voting Seat Types

The CHNMS advisory council charter lists specific non‑governmental voting seat types (including Indigenous Cultural Knowledge; Public-at-Large for San Luis Obispo and Santa Barbara Counties; Conservation; Education; Research; Tourism and Recreation; Ports, Harbors, and Maritime Transportation; Offshore Energy and Telecommunications; Commercial Fishing; and Recreational Fishing) and governmental voting seat types (including Santa Ynez Band of Chumash Indians; local San Luis Obispo County and Santa Barbara County representatives; and a State representative). The charter also lists many non‑voting federal, state, and local agency seats.

Student Leadership Seat (18+)

The council includes a non‑voting Student Leadership seat for students over the age of 18. Students who are adults may apply for this seat.

Application Info and Privacy Rules

Applying requires providing names, contact details, professional background, qualifications, and answers to application questions; providing this information is voluntary but if you do not provide it you will not be considered for appointment. NOAA will review application information and may share it with current council members as part of the evaluation process; the collection is authorized under 16 U.S.C. 1445a and has OMB control number 0648-0397.

Member Term Lengths Specified

Council members and alternates for CHNMS will serve two‑and‑a‑half or three‑year terms, as reflected in the signed charter. NOAA will choose applicants based on expertise, affiliations, views on sanctuary protection and management, and possibly length of residence in the affected area.

Planned Indigenous Cultures Advisory Panel

NOAA intends to work with the advisory council to establish an Indigenous Cultures Advisory Panel as a working group to provide advice informed by local Indigenous culture; more information will be available after the advisory council is appointed and NOAA encourages interested individuals to attend meetings and apply once Indigenous Cultural Knowledge seat applications are available.
