The Department of Education is offering up to $20 million in grants to support Native youth community projects that boost education and tackle local challenges. $20M Competition; ~45 Awards
The Department plans to use an estimated $20,000,000 for this competition and expects to make about 45 awards of roughly $400,000–$500,000 each (estimated average $450,000). Projects may be funded for up to 36 months with the possibility to renew for up to an additional 24 months (total potential 60 months).
Who Can Apply
Eligible applicants include State educational agencies (SEAs), local educational agencies (LEAs), Indian Tribes, Indian organizations, Bureau of Indian Education (BIE) or Tribally controlled schools, and Tribal Colleges or Universities (TCUs), either alone or in consortium. Non-Tribal applicants partnering with Tribes or Indian organizations must include substantial Tribal involvement in their partnership agreement.
No Cost-Sharing or Match Required
This program does not require cost sharing or matching from grantees. Applicants can apply without committing matching funds for the project.
Administrative Costs Capped at 5%
No more than 5 percent of the funds awarded for a grant may be used for administrative costs under ESEA section 6121(e). The Department notes Congress has since clarified that this 5 percent does not include indirect costs in recent appropriations acts.
Unrestricted Indirect Cost Rate Allowed
This program uses an unrestricted indirect cost rate and applicants may obtain a negotiated indirect cost rate to recover allowable overhead costs.
Statutory Hiring Preference for Indians
Awards primarily for the benefit of Indians must, to the greatest extent feasible, give Indians preference and opportunities for training and employment in administering the grant and give preference in awarding contracts to Indian organizations and Indian-owned economic enterprises.
Competitive Preference Points for Tribal Applicants
The competition includes Competitive Preference Priority 1 (Tribal lead applicants for 0 or 2 points), Priority 2 (Tribal partnership for 0 or 1 point), and Priority 3 (improving educational opportunities, up to 2 points for early childhood and/or career preparation activities). Applicants are not required to address these priorities but may receive extra points if they do.
Application Timeline and Deadlines
Applications are available January 17, 2025. A pre-application webinar is scheduled for February 3, 2025, Notice of Intent to Apply is due February 18, 2025, and the application deadline is April 28, 2025 (intergovernmental review deadline June 26, 2025).
No Subgrants Allowed to Carry Out Activities
A grantee under this competition may not award subgrants to entities to directly carry out the project activities described in its application. Subcontracting for services is not the same as awarding a subgrant to implement project activities.
Required Annual Project Directors' Meeting
Projects funded under this competition should budget for a two-day Project Directors' meeting in Washington, DC during each year of the project period, which implies travel and lodging costs for grantees each project year.
