Preliminary: No Dumping Found for 2024

The Department of Commerce preliminarily found that forged steel fluid end blocks from Germany were not sold at less than normal value for the period January 1, 2024 through December 31, 2024. Commerce reported a weighted-average dumping margin of 0.00% for BGH Edelstahl Siegen GmbH as of the preliminary results published April 8, 2026, so no antidumping duties will be imposed based on this preliminary finding.

How Cash Deposits Will Be Set

If the final results assign a company-specific margin, the cash deposit rate for that company (for shipments entered on or after the publication date of the final results) will equal the final weighted-average dumping margin; if that rate is de minimis (less than 0.50%), the cash deposit rate will be zero. For exporters/producers not reviewed in this segment, previously published company-specific rates remain in effect, and the all-others cash deposit rate remains 4.79%.

Importer Reimbursement Certificate Requirement

Importers must file a certificate about reimbursement of antidumping and/or countervailing duties prior to liquidation of the relevant entries, per 19 CFR 351.402(f)(2). If importers fail to file this certificate, Commerce may presume reimbursement occurred and could assess double antidumping duties or increase antidumping duties by the amount of countervailing duties.

Automatic Assessment for Unknown U.S. Shipments

For entries during the period of review that were produced by BGH where the producer did not know the merchandise was destined for the United States, Commerce intends to instruct U.S. Customs and Border Protection to liquidate those entries at the all-others rate from the original investigation if there is no rate for intermediate companies. The all-others rate referenced in this proceeding is 4.79%.
