Final dumping margin set at 4.69%

Commerce found citric acid from Colombia was sold below normal value for the period July 1, 2023 through June 30, 2024 and set a weighted-average dumping margin of 4.69% for Sucroal S.A. This determination is applicable April 8, 2026, and importers of Sucroal's citric acid may face duties based on this 4.69% margin.

New cash deposit rates effective April 8, 2026

For shipments of the subject merchandise entered or withdrawn for consumption on or after April 8, 2026, cash deposit rates will equal the company-specific weighted-average dumping margins established in these final results. For producers/exporters not covered in this review, the cash deposit rate for all other producers or exporters remains 28.48%.

Certificate requirement — risk of double duties

Importers are reminded they must file a certificate regarding reimbursement of antidumping duties prior to liquidation of relevant entries for this period of review. If an importer fails to file the certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.

Timing of duty assessments and liquidation holds

Commerce intends to issue assessment instructions to U.S. Customs and Border Protection no earlier than 35 days after publication of the final results (publication date April 8, 2026). If a timely summons is filed at the U.S. Court of International Trade, CBP will be instructed not to liquidate relevant entries until the 90-day period for requests for a statutory injunction has expired.
