New Native Educator Grants Available

The Department of Education is inviting applications for FY 2025 Native American Teacher Retention Initiative grants. The Department intends to use an estimated $13,000,000 for this competition, with estimated awards of $400,000–$500,000 (average $450,000) and an estimated 29 awards.

Who Can Apply for Grants

Eligible applicants include institutions of higher education (including Tribal Colleges and Universities), State educational agencies or local educational agencies in consortium with an IHE or TCU, Indian Tribes or Indian organizations in consortium with an IHE or TCU, and BIE-funded schools in consortium with at least one TCU.

No Cost-Sharing or Matching Required

This program does not require cost sharing or matching for applicants. Applicants do not need to provide matching funds to apply for or receive these grants.

Indirect Cost (Training Rate) Limit

The program uses a training indirect cost rate that limits indirect cost reimbursement to an entity's negotiated indirect cost rate or 8 percent of a modified total direct cost base, whichever is less. Agencies of Indian Tribal governments are not subject to this training rate limitation.

Statutory Preference for Indian Hiring and Contracts

Awards are subject to section 7(b) of the Indian Self-Determination and Education Assistance Act: grantees must, to the greatest extent feasible, give Indians preference for training and employment and give preference to Indian organizations and Indian-owned economic enterprises for contracts related to grant administration.

Open Licensing Requirement for Deliverables

Unless an exception applies, grantees must openly license to the public grant deliverables created in whole or in part with Department funds and must have a dissemination plan for these deliverables (see 2 CFR 3474.20).

Project Period and Renewal Lengths

Project periods may be up to 36 months with the potential to renew for up to an additional 24 months (up to 60 months total); applicants are asked to provide budgets for the full period for which they hope to be funded.

Key Application Deadlines

Applications are available January 17, 2025; Notice of Intent to Apply is due February 18, 2025; a pre-application webinar is scheduled for February 11, 2025; and the deadline to transmit applications is April 28, 2025 (Intergovernmental Review deadline June 26, 2025).

No Subgrants to Carry Out Project Activities

A grantee under this competition may not award subgrants to entities to directly carry out project activities described in its application.

Mandatory Annual Project Directors' Meeting

Projects must budget for a two-day Project Directors' meeting in Washington, DC during each year of the project period; the meeting may be held virtually if conditions warrant.

Performance Measure and Reporting Requirement

Grantees must report an unduplicated, cumulative number of Indian educators served by the grant who remained in their role or advanced annually and by the end of the grant period; this is the Department's indicator of success for the program.
