New $13M Grant Competition
The Department plans to use an estimated $13,000,000 for this FY2025 competition and expects to make about 29 awards. Individual awards are estimated to range from $400,000 to $500,000 (average $450,000), with a maximum of $500,000 for each of the first three 12-month budget periods and a maximum of $120,000 per year for the fourth and fifth 12-month budget periods.
Who Can Apply
Only certain entities may apply: institutions of higher education (including Tribal Colleges and Universities), State educational agencies in consortium with an IHE/TCU, LEAs in consortium with an IHE/TCU, Indian Tribes or Indian organizations in consortium with an IHE/TCU, and BIE-funded schools in consortium with at least one TCU where feasible.
Priority Points for Tribal and Consortium Leads
Applications submitted by an Indian Tribe, Indian organization, or Tribal college or university may receive an additional 5 competitive preference points; a consortium application that includes an Indian Tribe/organization/TCU but has a non-Tribal lead may receive 3 points. Also, two absolute priorities (pre-service teacher training and pre-service administrator training) are required for consideration.
Stipend and Dependent Allowance Caps
For participants in pre-service training, the maximum stipend is $2,300 per month for full-time students, and grantees may provide up to $500 per month per dependent during an academic term. The Department will reduce any stipends that exceed these amounts.
Payback Work-or-Repayment Requirement
Participants must attend a payback meeting and sign a written payback agreement before receiving funds; payback requires work-related service in an LEA that serves a high proportion of Indian students or cash reimbursement under the rules. Grantees must provide exit certification showing months required to satisfy the payback and total assistance received.
Indirect Cost Rate Limit for Training Grants
This program uses a training indirect cost rate that limits indirect cost reimbursement to an entity's negotiated indirect cost rate or 8 percent of a modified total direct cost base, whichever is less. The 8 percent training rate limitation does not apply to agencies of Indian Tribal governments.

Applications are available January 17, 2025; a pre-application webinar is February 11, 2025; notice of intent to apply is due February 18, 2025; applications must be transmitted by April 28, 2025; and intergovernmental review is due June 26, 2025.
