Commerce Slaps Duties on Turkish Aluminum for Unfair Aid

Final Duty Rates on Turkish Aluminum
The Department of Commerce set final countervailing duty rates on common alloy aluminum sheet from Türkiye for the period January 1, 2023 through December 31, 2023. Assan and its cross-owned companies are assigned a 4.28% ad valorem rate, Teknik is assigned a de minimis rate of 0.33%, and non-selected companies are assigned 4.28%. These duties are applicable beginning April 9, 2026.
Cash Deposit Collection Rules
U.S. Customs and Border Protection will collect cash deposits of estimated countervailing duties on shipments of the subject merchandise entered or withdrawn from warehouse for consumption on or after the publication date. Because Teknik's rate is de minimis (0.33%), no cash deposit will be required for Teknik on shipments entered or withdrawn on or after publication; non-reviewed firms will continue to face the all-others or most recent company-specific deposit rate. These cash deposit requirements take effect upon publication (April 9, 2026) and remain until further notice.
Timing for Duty Assessment and Liquidation Holds
Commerce intends to issue assessment instructions to CBP no earlier than 35 days after publication of the final results. If a timely summons is filed at the U.S. Court of International Trade, CBP will be directed not to liquidate relevant entries until the time for filing a request for a statutory injunction has expired (within 90 days of publication).
