Mexico City Policy Reinstated — Funding Ban

On January 24, 2025 the President revoked the January 28, 2021 memorandum and reinstated the January 23, 2017 Mexico City Policy. Under the reinstated policy, U.S. taxpayer dollars will not support organizations that promote or perform abortions abroad.

Extension to All Departments' Global Health Aid

The Secretary of State, in coordination with the Secretary of Health and Human Services, is directed to implement a plan to extend the reinstated memorandum’s requirements to global health assistance furnished by all departments or agencies, to the extent allowable by law. The memorandum names the Secretary of State, Secretary of Defense, Secretary of Health and Human Services, and the Administrator of USAID as addressees for implementation.

Ban on Funding Coercive Abortion or Sterilization

The memorandum directs the Secretary of State to take all necessary actions, to the extent permitted by law, to ensure that U.S. taxpayer dollars do not fund organizations or programs that support or participate in the management of a program of coercive abortion or involuntary sterilization.
