Tariffs on Canada on Hold: Northern Border Drama Gets a Timeout
Published Date: 2/10/2025
Presidential Document
Summary
The U.S. is tackling drug and human trafficking problems at the northern border with Canada by planning new tariffs on Canadian goods. But since Canada has started working with us to fix these issues, the U.S. is hitting pause on those extra taxes until March 4, 2025. This gives both countries more time to see if the situation improves without hurting trade right away.

Pause on New Canada Tariffs
If you import or buy goods that come from Canada, the extra 25% ad valorem tariff (and a 10% ad valorem tariff for energy products) will not take effect until March 4, 2025 at 12:01 a.m. eastern time. This pause delays those extra taxes while officials assess whether Canada’s actions reduce illegal migration and illicit drug trafficking.
Rapid Reinstatement If Border Crisis Worsens
If the illegal migration and illicit drug crises worsen and Canada does not take sufficient steps, the President may immediately implement the tariffs described in the February 1, 2025 order. Those tariffs include an additional 25% ad valorem rate and a 10% ad valorem rate for energy products.
Removal of Transit Loading Exceptions
The exceptions that previously excluded covered goods loaded onto a vessel at a port of entry or goods in transit on their final mode of transport prior to entry into the United States are withdrawn. That means goods loaded or already in transit before entry will not be exempt under those prior exception rules.
