4 provisions identified: 3 benefits, 1 costs, 0 mixed.

New local rail service for industrial park

North Florida Industrial Railroad will lease and operate 4,891 feet of currently inactive track in Columbia County, Florida to connect the North Florida Mega Industrial Park to Florida Gulf & Atlantic Railroad, providing Park customers a new rail transportation option when the exemption becomes effective on April 11, 2025.

No labor-protective conditions applied

Because all carriers involved are Class III railroads, the Board will not impose labor-protective conditions on the continuance in control. This means employees of the involved rail carriers will not receive additional labor protections under section 11326(c) as part of this exemption.

Faster approval for shortline control

The Surface Transportation Board exempted Macquarie Infrastructure Partners V GP and related parties from prior approval to continue control of North Florida Industrial Railroad when it becomes a Class III carrier, effective April 11, 2025. That exemption avoids a full application and is intended to speed regulatory approval and reduce the filing expense for the companies.

No added cost to taxpayers

The Board states that the continuance in control and the lease-and-operate transaction will not cost taxpayers extra or cause delays. The exemptions are intended to reduce regulatory burden without increasing government expense.
