Immediate Security Clearance Suspension
The order directs the Attorney General, Director of National Intelligence, and other agency heads to immediately take steps, consistent with law, to suspend any active security clearances held by individuals at Susman Godfrey LLP pending a review of whether those clearances are consistent with the national interest. The suspension is effective as of the order dated April 9, 2025 and remains in place while the review is pending.
Contract Disclosure, Review, and Possible Termination
Government contracting agencies must, to the extent permissible by law, require contractors to disclose any business they do with Susman Godfrey LLP and whether that business relates to the Government contract. Agency heads must review contracts with Susman or entities that do business with Susman and, to the extent permitted by law, may terminate such contracts; agencies must submit an assessment of contracts and actions taken within 30 days of April 9, 2025.
Cease Government Goods and SCIF Access
The Office of Management and Budget must identify government goods, property, material, and services provided for the benefit of Susman, including Sensitive Compartmented Information Facilities (SCIFs). Heads of agencies are directed to, to the extent permitted by law, expeditiously cease providing such material or services for Susman starting with this order dated April 9, 2025.
Limit Federal Access and Hiring of Susman Employees
Agency heads are directed, to the extent permitted by law, to limit official access from federal buildings to employees of Susman Godfrey LLP and to limit government employees acting in their official capacity from engaging with Susman employees. Agencies should also, to the extent permitted by law, refrain from hiring Susman employees absent a waiver from the head of the agency made in consultation with the Director of the Office of Personnel Management. These measures take effect under the order dated April 9, 2025.
