Easement and Eminent Domain Risk
If you are a landowner in Jefferson County, Texas, the pipeline company may contact you to negotiate an easement to construct and operate the project. If the Commission approves the project and you do not reach an agreement, the company could initiate condemnation (eminent domain) proceedings in court and compensation would be decided by a judge under Texas law.
Land, Wildlife, Water, and Air Impacts
Construction would disturb about 81.4 acres of land and the project would maintain about 36.6 acres for permanent operations, which could affect geology, soils, water resources and wetlands, vegetation and wildlife, threatened and endangered species, cultural resources, land use, air quality, and noise. The Commission will evaluate these impacts as part of its environmental review.
New Storage Capacity and Compression Added
The project would add 30.75 billion cubic feet (Bcf) of working gas and 24.2 Bcf of base gas storage and would construct compressors (ten 5,500 hp gas-fired reciprocating units and a compressor building housing 55,000 hp). GTS says this would enhance customers' ability to move natural gas to and from storage quickly and at high flow rates.
