Pennsylvania Mining Plan Sparks Environmental Comment Frenzy

Published Date: 6/6/2025

Notice

Summary

Texas Eastern Transmission wants to do some mining work in Greene County, Pennsylvania, and the government is asking the public to share their thoughts on how this might affect the environment. People have until June 30, 2025, to send in comments about possible impacts and better ways to do the project. This feedback will help decide if the project moves forward and how it might change the area.

Analyzed Economic Effects

5 provisions identified: 2 benefits, 3 costs, 0 mixed.

Landowners may face eminent domain risk

If you are a landowner in the project area, Texas Eastern may contact you to negotiate an easement; you are not required to agree. If the Commission approves the project, the company could initiate condemnation (eminent domain) proceedings in court and compensation would be determined by a judge under state law.

Temporary and permanent land take for project

Texas Eastern would temporarily use about 77.9 acres of land for construction and would permanently maintain 34.3 acres (including 31.5 acres of existing easement) for the project. These land uses are associated with excavation, elevation, replacement, rerouting, and removal of pipeline segments.

Construction, rerouting, and public impacts (2026–2028)

The project would excavate, elevate, replace, and reroute four pipeline segments of roughly 4,000 to 8,500 feet near Graysville, Pennsylvania, with activities anticipated between 2026 and 2028. The Commission will evaluate impacts including public safety, public access and road closures, water, wetlands, wildlife, and air quality.

Public comment deadline — June 30, 2025

You can submit written comments on the proposed Longwall Mining Panel M1 Project so the Commission considers them, and they must be received by 5:00 p.m. Eastern Time on June 30, 2025. Comments should focus on environmental effects, reasonable alternatives, and measures to avoid or lessen impacts.

Section 106 consultation for historic properties

FERC is initiating consultation under Section 106 of the National Historic Preservation Act with State Historic Preservation Offices, Indian tribes, and other parties about potential effects on historic properties; the environmental document will document these consultations.
