4 provisions identified: 4 benefits, 0 costs, 0 mixed.

New Hydropower Could Add Local Power

Claiborne Hydroelectric proposes a project at Claiborne Lock and Dam that would include two 9.95 MW turbines, a 4.5-mile, 230 kV transmission line, and an estimated annual generation of 139.5 gigawatt-hours. If built, this project could bring new clean electricity to the area near Franklin in Monroe County, Alabama.

No Construction Without Owner Permission

A preliminary permit, if issued, only gives the applicant priority to file a license and does not let them do land-disturbing work or enter lands or waters owned by others without the owners' express permission. That protection applies now while the permit is only for study and not for construction.

You Can Comment or Compete — Deadline

The Commission is asking for comments, motions to intervene, competing applications, or notices of intent by 5:00 p.m. Eastern Time on August 25, 2025 (60 days from the notice). People and businesses can file electronically through FERC's eFiling or eComment systems.

FERC Will Help Local Stakeholders Participate

FERC's Office of Public Participation (OPP) can help landowners, community organizations, Tribal members, and others access information and make filings like comments or interventions; OPP contact information is provided in the notice.
