State Dept Blacklists 2024 WMD Proliferators and Their Enablers

Published Date: 10/2/2025

Notice

Summary

The Department of State just added some people to a special U.S. blacklist because they’re linked to spreading dangerous weapons. This means any money or property they have in the U.S. is frozen, and Americans can’t do business with them. These actions help keep the world safer by cutting off support for bad actors right now.

Analyzed Economic Effects

2 provisions identified: 0 benefits, 2 costs, 0 mixed.

Assets of Listed Persons Blocked

People or companies placed on the Department of the Treasury's Specially Designated Nationals and Blocked Persons (SDN) List in 2024 have all property and interests in property subject to U.S. jurisdiction blocked. The Department of State published these names as meeting criteria under the Executive Order on weapons of mass destruction proliferators and their supporters.

U.S. Persons Barred from Transactions

If you are a U.S. person, you are generally prohibited from engaging in transactions with the persons the Department of State placed on the SDN List in 2024. That means Americans and U.S.-based businesses cannot lawfully do business with those listed because the persons' property and interests in property subject to U.S. jurisdiction are blocked.
