De minimis duty-free rule suspended

The President's Executive Order 14324 of July 30, 2025 suspends the duty-free de minimis exemption under 19 U.S.C. 1321(a)(2)(C) for all products valued at $800 or less. That suspension means low-value imports that had been duty-free are no longer exempt and will be subject to duties and entry processes as described in the order.

New duty rate for international mail packages

The Executive Order and related CBP actions establish a new duty rate for international postal packages sent to the United States through the international postal network. CBP states that international postal packages will be subject to that new duty rate and related collection requirements.

Carriers must use modified IMDW and report

CBP will use a modified International Mail Duty Worksheet (IMDW) that carriers must fill out and submit via email to [email protected] and [email protected]. CBP estimates 100 respondents will submit 12 responses each per year (1,200 total), at 2 hours per response, for an estimated 2,400 annual burden hours.
