Commerce Slaps Duties on Cheap Korean Acetone Imports

Published Date: 2/13/2026

Notice

Summary

The U.S. Department of Commerce found that Kumho P&B Chemicals sold acetone from South Korea at unfairly low prices between March 2024 and February 2025. Meanwhile, the review for LG Chem is being canceled. These changes could affect import duties and trade fairness starting February 13, 2026.

Analyzed Economic Effects

4 provisions identified: 1 benefits, 3 costs, 0 mixed.

Cash Deposit Rules: Final Rates and 0.50% De Minimis

When the final results publish, cash deposit rates for shipments entered or withdrawn for consumption on or after the publication date will equal the weighted-average dumping margins from the final results. If a rate is less than 0.50 percent, the cash deposit for that company will be zero; otherwise company-specific rates apply and all-others will remain 33.10 percent.

Automatic Assessment at 33.10% for Certain KPB Entries

Commerce will apply its automatic-assessment practice to KPB-produced acetone entries where KPB did not know the merchandise was destined for the United States. In those cases, if there is no rate for the intermediary, Commerce will instruct U.S. Customs and Border Protection to liquidate those entries at the all-others rate of 33.10 percent.

Kumho P&B: 1.43% Preliminary Dumping Margin

If you import acetone from Kumho P&B Chemicals, Commerce preliminarily found a weighted-average dumping margin of 1.43% for the period March 1, 2024 through February 28, 2025. This preliminary finding (announced February 13, 2026) means your entries during that period could be assessed duties based on a 1.43% margin if the result is finalized.

LG Chem Review Rescinded; Duties at Cash-Deposit Rates

Commerce is rescinding the administrative review for LG Chem because LG Chem had no suspended entries during the period March 1, 2024 through February 28, 2025. Antidumping duties for LG Chem entries will be assessed at the cash deposit rate that was required at the time of entry or withdrawal from warehouse for consumption.
