New Antidumping Duties on MDI Imports

The Department of Commerce found MDI from China sold in the U.S. at less than fair value for July 1, 2024 through December 31, 2024. Importers of MDI from China face new antidumping duties starting April 13, 2026 if the U.S. International Trade Commission (ITC) issues a final affirmative injury determination.

Assigned Dumping Rates for Chinese Producers

Commerce assigned estimated weighted-average dumping margins for July 1, 2024–December 31, 2024: Covestro Polymers (China) Co., Ltd. and Shandong Mingko Co., Ltd. have rates of 85.11 percent, and the China-wide entity was assigned 159.04 percent (based on adverse facts available).

Suspension, Cash Deposits, and Possible Refunds

Commerce instructed U.S. Customs and Border Protection to suspend liquidation of entries of MDI entered or withdrawn from warehouse for consumption on or after September 16, 2025. Commerce later instructed CBP to discontinue suspension for entries on or after March 16, 2026, but to continue suspension for entries on or before March 15, 2025. If the ITC later finds material injury, Commerce will require cash deposits at the rates in this determination; if the ITC finds no injury, all cash deposits will be refunded and the suspension of liquidation lifted.
