Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Possible U.S. Ban on Hoverboard Imports

The ALJ issued a Recommended Determination on April 10, 2026, proposing a limited exclusion order that would block certain motorized self‑balancing vehicles imported, sold for importation, and/or sold after importation by Golabs Inc. d/b/a Gotrax and Zhejiang TaoTao that allegedly infringe U.S. Patent Nos. RE46,964 and RE49,608. If the Commission finds a violation and issues the recommended orders, those products could be stopped from entering or being sold in the United States.

Domestic Makers Could Replace Blocked Imports

The Commission is asking whether issuance of the recommended remedial orders would affect production of like or directly competitive articles in the United States and whether complainant, its licensees, or third parties could replace the volume of subject articles within a commercially reasonable time. This would affect U.S. manufacturers and suppliers who could potentially increase production to replace excluded imports.

Cease-and-Desist Order Targeting Gotrax

The ALJ recommended a cease and desist order directed to Golabs Inc. d/b/a Gotrax in the Initial Determination issued April 10, 2026. If the Commission adopts that remedy, Gotrax could be ordered to stop infringing sales in the United States, which would affect Gotrax’s ability to sell the named motorized self‑balancing vehicles in the U.S. market.
