Continuity Rule for Pre-2012 Grants

HUD revised 24 CFR 578.33(d)(1) so awards made under title IV of the Act as in effect before August 30, 2012 are eligible for renewal in the Continuum of Care program even if they would not be eligible for a new grant, so long as they continue to serve the same population and the same number of persons or units as in the most recently amended grant agreement signed before August 30, 2012. HUD will renew grants if it receives a Continuum certification of demonstrated need and finds the project complied with program requirements applicable before August 30, 2012.

Shelter Plus Care and Supportive Housing Removed

HUD is removing the old Shelter Plus Care rules (24 CFR part 582) and Supportive Housing rules (24 CFR part 583), effective May 20, 2026. HUD says those programs were consolidated into the Continuum of Care (CoC) program after the HEARTH Act and that specific Shelter Plus Care and Supportive Housing funds are no longer available because renewals have been moved into the CoC program.
