Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

No Labor Protections for Railroad Employees

Because the transactions involve only Class III rail carriers, the Surface Transportation Board may not impose labor protective conditions under 49 U.S.C. 11326(c). This means labor protections that the Board can impose in other transactions will not be applied here.

Small-Rail Sale Moves Forward May 9, 2026

L. Neill Cartage Co., Inc. will continue in control of Proviso Railroad, Inc. and Mason Railroad, Inc. as they become Class III rail carriers acquiring about 712.5 feet of track in Berkeley, IL and about 665 feet of track in Bedford Park, IL. The transaction is exempt from prior approval requirements and may be consummated starting May 9, 2026.

No Environmental or Historic Review Required

The Board states this action is categorically excluded from environmental review under 49 CFR 1105.6(c) and from historic preservation reporting requirements under 49 CFR 1105.8(b). The exemptions apply to the track acquisitions in Illinois covered by these filings.
