32.37% Cash Deposits Required
If you import chassis or covered subassemblies from Mexico, Commerce requires a cash deposit for estimated antidumping duties of 32.37 percent. Commerce instructed U.S. Customs and Border Protection to require these cash deposits upon publication of the final determination, applicable April 24, 2026.
Risk of Retroactive Duties or Refunds
Commerce suspended liquidation of entries of the covered chassis entered or withdrawn for consumption on or after September 29, 2025. The U.S. International Trade Commission will decide within 45 days after this final determination whether U.S. industry is injured; if the ITC finds no injury, cash deposits will be refunded and suspension lifted, but if the ITC finds injury, Commerce will issue an antidumping duty order and duties may be assessed for entries on or after September 29, 2025.
Non‑Responsive Exporters Assigned AFA Rate
Commerce determined nine named Mexican exporters/producers withheld requested information and applied adverse facts available (AFA), assigning each a weighted-average dumping margin of 32.37 percent. The companies include BRD Trailers S.A. de C.V., Carrocerias Gallegos S.A. de C.V., Commercializadora Nimmka S.A. de C.V. (d/b/a Atro Remolques y Carroceria), Carrocerias Corpus Christi S.A. DE C.V., Fruehauf de Mexico S.A. de C.V., Lodi Trailers, Norstar Trailers Mexico S. de R.L. de C.V. (d/b/a Iron Bull Trailers), Semiremolques El Paisano S.A. de C.V., and Ventura Trailers.
Which Chassis and Parts Are Covered
The investigation covers finished and unfinished chassis and many subassemblies for carriage of containers or other payloads for road, marine roll-on/roll-off (RORO), and rail transport, and identifies HTSUS subheadings 8716.39.0090 and 8716.90.5060 (and possibly 8716.90.5010) as typical classifications. The scope expressly excludes dry van trailers, refrigerated van trailers, flatbed trailers, and certain fully and permanently assembled trailers and small axle subassemblies as described in Appendix I.
