Mexico's Chassis Handouts Get Taxed by U.S. Trade Cops

The U.S. Department of Commerce found that some Mexican makers of certain chassis and their parts got unfair government help (subsidies). 76.91% Countervailing Duty Imposed

Importers of certain chassis and subassemblies from Mexico will face an additional countervailing duty of 76.91 percent ad valorem. This rate is listed for Hyundai de Mexico S.A. de C.V., nine named exporters/producers, and applies as the "All Others" rate.

Cash Deposits and Suspension Dates

U.S. Customs and Border Protection was instructed to collect cash deposits and suspend liquidation of entries of the covered chassis entered, or withdrawn from warehouse, for consumption on or after August 1, 2025. Commerce discontinued suspension for entries on or after November 29, 2025, but continued suspension for entries on or before November 28, 2025; if the U.S. International Trade Commission (ITC) later finds injury, duties will be assessed and cash deposits required for affected entries.

Adverse Rates for Non-Responding Firms

Nine named Mexican exporters/producers that did not respond to Commerce's quantity-and-value questionnaire were assigned the 76.91 percent ad valorem rate based on facts otherwise available with an adverse inference. Commerce applied the same adverse-based rate to the sole mandatory respondent, Hyundai de Mexico S.A. de C.V.
