Thai Chassis Subsidies Spark U.S. Extra Taxes

Countervailing Duties Take Effect

The Department of Commerce determined countervailable subsidies for certain chassis from Thailand and the determination is applicable April 24, 2026. This triggers the process for imposing countervailing duties on those imports upon the ITC's final affirmative injury determination.

Named Companies' Duty Rates

Commerce found the following estimated countervailable subsidy rates for January 1, 2024 through December 31, 2024: Dee Siam Manufacturing Co., Ltd. 10.72 percent ad valorem; Panus Assembly Co., Ltd. 9.65 percent ad valorem; All Others 10.50 percent ad valorem. These percentages are the estimated subsidy rates Commerce determined for that period.

Suspension of Liquidation and Deposit Dates

Commerce instructed U.S. Customs and Border Protection to collect cash deposits and suspend liquidation for entries of subject merchandise entered or withdrawn for consumption on or after August 1, 2025 (the Preliminary Determination date), but discontinued suspension for entries on or after November 29, 2025 while continuing suspension for entries on or before November 28, 2025. If the U.S. International Trade Commission issues a final affirmative injury determination, Commerce will issue a CVD order, reinstate suspension of liquidation under section 706(a), and require a cash deposit of the estimated countervailing duties.

Benefit to U.S. Domestic Producers

Commerce stated that imposing countervailing duties helps U.S. businesses compete more fairly against producers and exporters of certain chassis from Thailand. If the ITC finds material injury, duties will be imposed to address unfair subsidies.
