Operators must adopt NACE SP0206-2016

If you operate pipelines that carry normally dry natural gas, the rule updates the referenced standard to NACE SP0206-2016 and replaces the 2006 edition in 49 CFR part 192. The updated standard is incorporated by reference for Sec. 192.923(b) and 192.927(b),(c) and becomes effective January 1, 2027.

Early compliance authorized before effective date

You may begin complying with the updated NACE SP0206-2016 standard after June 23, 2026, even though the rule’s formal effective date is January 1, 2027. PHMSA authorized compliance after June 23, 2026 and will withdraw the rule only if it receives adverse comments by that date.

Updated standard made available free online

PHMSA states the incorporated standard is available free of charge consistent with the Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011, and provides a web link (https://ibr.ansi.org/Standards/nace.aspx) where interested parties can access the material. You can also obtain it through publisher contact info listed in Sec. 192.7.

Rule aims to maintain or improve public safety

PHMSA concludes the updated NACE SP0206-2016 will maintain or improve public safety, help identify corrosion threats, and align practices with innovations. PHMSA also states the update may improve pipeline operators' ability to provide abundant, reliable, affordable natural gas.
