Rule Aims to Maintain or Improve Safety

PHMSA says the updated ASTM F1973-25 will maintain or improve public safety by addressing equipment design, testing, and operational practices. PHMSA concluded the changes either maintain or enhance protection of public safety and mitigate safety gaps.

Updated ASTM F1973 Becomes Mandatory

Starting January 1, 2027, PHMSA incorporates the 2025 edition of ASTM F1973 (approved May 1, 2025) into 49 CFR part 192. Pipeline operators must follow the updated ASTM F1973-25 standard for factory-assembled anodeless risers and transition fittings in PE and PA fuel gas distribution systems.

Early Compliance Is Authorized Now

PHMSA authorizes pipeline operators to comply with the updated standard after June 23, 2026, and before the formal effective date of January 1, 2027. If adverse comments are received by June 23, 2026, PHMSA will publish notice before the effective date.

Standard Is Available Free to the Public

PHMSA states the incorporated ASTM F1973-25 is made available to the public free of charge via ASTM’s Reading Room website and through publisher contact information listed in Sec. 192.7. This satisfies the statutory requirement to make incorporated documents publicly accessible.
